An estimator who waits for finished drawings will never estimate anything. The skill at Class 4 and early Class 3 is knowing what the drawings will eventually show, and saying so out loud.
That second part is the discipline. Plenty of estimators can produce a quantity from partial drawings. The defensible ones can tell you, line by line, which part of the quantity was measured, which part was allowed, and why the allowance is the size it is. The difference sounds small. At review time, and again at reconciliation time, it is everything.
The two-part quantity
Every early-stage quantity is really two numbers wearing one name: what was measured from the drawings in hand, and what was allowed for the drawings still to come. The whole method comes down to keeping those two visible and separate, all the way from the take-off sheet to the estimate line. Blend them and the quantity can neither be checked nor corrected. Keep them apart and the estimate can mature gracefully as the design does.
Measure what is there
Everything on the drawing is measured, not factored. Foundations come off the layout and the geotechnical report. Steel comes off the framing plan with typical connections applied. Piping comes off the piping and instrumentation diagrams (P&IDs) and the plot plan, line by line. Earthworks come off the grading plan against the survey.
And every measured quantity is recorded with its source drawing and revision. Not as bureaucracy: as the quantity’s passport. When the layout moves from revision B to revision D, the take-off knows exactly which of its numbers are stale, and the update takes hours instead of a restart.
Then allow for what is not
The allowances are where partial information becomes honest arithmetic, and they come in named layers.
- Design development allowance: by commodity, from history, shown as a separate line. Concrete grows differently than cable, and each commodity carries its own factor.
- Known gaps: items the design team confirms are coming but has not yet drawn, listed by name with an allowance each. Named gaps can be challenged and closed; anonymous ones just grow.
- Waste and laps: standard by commodity, but stated, so nobody adds them twice.
- Interfaces: the pipe supports, penetrations, embeds and small steel that only appear when drawings are issued for construction (IFC). They are absent from every early drawing and present on every site, and history says how much of them to expect.
A worked example
Take the structural concrete for one process area at Class 4. The take-off from the current layout, revision C, measures 3,200 cubic metres. The design development allowance for concrete at this maturity, from the company’s own history, is, call it, twelve percent: 385 cubic metres. The design team confirms pipe rack foundations are coming but undrawn: a named allowance of 250 cubic metres, based on the rack length and typical footings. The estimate carries 3,835 cubic metres, with the three layers visible.
A reviewer can now do their job. Is the measured number traceable? Yes, to revision C. Is twelve percent the right growth for concrete at this stage? Here are the last four projects’ actuals. What is the 250 for? Pipe racks, and here is where they will run. Every challenge has a landing place, which is precisely what a blended quantity of “about 3,800” can never offer.
Six months later, at Class 3, the new layout measures 3,680 cubic metres including the racks. The growth landed inside the allowance, the allowance model just earned its next project, and the reconciliation between the two estimates took an afternoon because the layers were visible on both sides.
A quantity without a drawing reference is an opinion.
Track the growth
At each class, the measured quantities are compared with the previous set, commodity by commodity. If the allowance was right, the growth lands inside it. If not, the allowance for the next class is corrected, and the correction is recorded. Run that loop for a few projects and the design development allowances stop being industry folklore and become the firm’s own norms, calibrated to its own designers and its own kinds of work. That history is one of the most valuable things an estimating group owns, and it only accumulates if the layers were kept separate in the first place.
Where this goes wrong
Factoring the measurable. The layout exists, but the deadline is close, so the concrete gets ratioed from the equipment cost anyway. The estimate throws away the best information in the building in exchange for a week, and the review can challenge nothing because nothing is traceable.
The buried allowance. The estimator quietly inflates the measured quantity “to be safe” instead of showing an allowance line. The reviewer, also being safe, adds growth on top. The estimate now carries the same caution twice, invisibly, and the bid loses by exactly that margin.
One global growth number. Fifteen percent on everything, when history says concrete grows eight and cable grows thirty. The blended factor over-prices the stable commodities and under-prices the volatile ones, and the errors do not cancel; they just hide.
The immortal allowance. The same design development percentage at Class 4 and at Class 2, when the whole point of the allowance is to shrink as drawings arrive. An allowance that never shrinks is telling you nobody is tracking the growth.
The missing revision. Quantities with no recorded source. The layout revises, nobody knows which lines moved, and the only options are a full re-take-off or quiet hope. Both cost more than writing down a revision letter would have.
