A WBS that survives construction

The estimate structure is inherited by cost control, scheduling and claims. How to build one all three can live with for five years.

The work breakdown structure is set up by the estimator in week one and inherited by everyone else for five years. Get it wrong and every trend report, every progress claim and every dispute has to be translated first. Get it right and nobody ever mentions it again, which is the closest thing to praise a WBS receives.

The trouble is that week one is exactly when the pressure to “just start pricing” is highest, and the structure decision looks like paperwork. It is not paperwork. It is the single estimating decision with the longest life.

What the structure actually has to serve

The estimate is only the first tenant. Before the project ends, the same structure will be asked to carry cost control accounts and their budgets, progress measurement and earned value, procurement packages and their commitments, invoice coding by people who never met the estimator, and, if things go badly, a claim that has to trace today’s cost back to the original basis. Each of those consumers wants to slice the cost differently. A structure built for only one of them forces everyone else to translate, and translation is where numbers die.

Three axes, not one

The way out is to stop thinking of the WBS as a single hierarchy and start thinking of it as three codes on every line.

  • Area: where the work is, so it can be scheduled, accessed and measured in the field.
  • Discipline or commodity: what the work is, so it can be quantified, priced and benchmarked.
  • Contract package: who does the work, so it can be bought, committed and paid.

The estimate has to be able to be cut along any of the three. That means coding every line with all three, not nesting one axis inside another. Nesting forces a ranking: pick area as the top level and the commodity view becomes something you rebuild by hand every time a discipline lead asks a question; pick discipline and the schedule mapping suffers. Three flat codes on every line cost nothing at estimating time and answer every question later.

One line, three questions

Take a single line from a terminal estimate: 1,400 cubic metres of structural concrete. Coded once by area, the loading platform; once by commodity, concrete; once by package, the marine civil contract.

Now watch it answer three different questions. The scheduler asks what has to be built on the platform before the conveyor arrives: cut by area, and the line appears alongside the piling and the deck steel it shares a front with. The reviewer asks whether the concrete pricing is reasonable: cut by commodity, and all the concrete on the job rolls up to one quantity and one average rate that can be benchmarked. The procurement lead asks what the marine civil package is worth: cut by package, and the line lands in the tender total for that contract.

One line, three codes, no translation. Multiply by 3,000 lines and that is the difference between a project team that answers questions and one that builds spreadsheets about spreadsheets.

Match the schedule

Sit with the planner before the structure is frozen. Not after: before. The test is simple to state and unforgiving in practice: every schedule activity must map to estimate lines, and every estimate line to activities, one to many in both directions. Where the mapping fails, earned value fails with it, because progress gets claimed against activities that have no cost, or cost gets spent against lines that have no progress.

The usual failure is granularity mismatch: an estimate cut by commodity meeting a schedule cut by area. Three flat codes solve this too, because the schedule maps to the area axis while the pricing lives on the commodity axis, and the two meet on the same lines.

The WBS is the one estimating decision that outlives the estimate.

Leave room

Reserve codes for scope that does not exist yet. Every project adds a building, a road or a temporary facility nobody planned, and the alternative is a bucket called Miscellaneous that grows until it is the largest line in the cost report and the least explainable.

The companion discipline is freezing. At sanction the structure freezes with the budget. New scope gets new codes inside the reserved ranges; nothing gets repurposed, because a code that changes meaning halfway through the job poisons every comparison across the change. The history has to stay readable.

Where this goes wrong

The copied structure. The WBS arrives from the last project because it is Tuesday and the estimate is due. A process plant structure lands on a marine job, and half the codes fit nothing while the actual cost drivers share one line.

The org chart in disguise. The structure mirrors who currently manages what. Then the team reorganises in year two and the cost history is filed by a hierarchy that no longer exists.

The five thousand codes. Detail feels like control, so the structure grows codes nobody can book time to correctly. Field staff pick the nearest plausible code, and within six months the cost data is precise, complete and wrong. The right depth is the depth someone will actually code an invoice to on a rainy Thursday.

The contractor mismatch, discovered late. The contractor’s payment structure and the owner’s control structure never got mapped at award. Every progress claim becomes a negotiation, and when a dispute arrives, both sides pay people to reconcile structures that could have been aligned in a one-hour meeting two years earlier.

Set it up once, properly

A structure with three axes, a schedule mapping agreed with the planner, reserved room for growth and a freeze discipline takes perhaps a week longer than copying the last one. It is the cheapest week the project will ever buy.
